The circle cha-cha in steps 17-20 is simply two cha-cha steps done in a circle to the right. Each cha-cha step makes up 1/2 of the circle.

This dance can very easily be altered and used as a couple's dance by changing a couple of steps.
From the Sweetheart Position:
17-20Both partners should turn here. Just drop your hands momentarily, rejoining when you get to step 21
28Instead of executing this spin, the couple should remain joined with their hands and simply scuff the right foot forward
